Paris Club agreements, 1956–2025

The swap clause is the Paris Club standard provision allowing each creditor, on a voluntary and bilateral basis, to sell or exchange claims in debt-for-nature, debt-for-aid, debt-for-equity or other local-currency swaps, usually capped for non-ODA claims. 169 of the 544 agreements carry it.

OECD Arrangement & premium context

  • Country risk categories 0–7, set by the Country Risk Experts Group, feed the Arrangement's minimum premium rates (MPRs) for credit risk. 7 is the highest risk.
  • High-income OECD and high-income euro-area countries are not classified and are priced from market benchmarks.
  • Classification covers transfer and convertibility risk and force majeure. The sovereign of some countries can be rated worse than the country (note 9).
  • October 2026 changes: Guinea 7 to 6, Guyana 5 to 4, Cameroon 6 to 7 (valid from 16 Oct 2026).

Coverage & gaps

Not included: sovereign credit ratings (S&P, Moody's and Fitch are licensed), per-country cover schedules for ECAs other than UKEF and US EXIM, and EU sanctions regimes. IMF programme status lists GRA arrangements plus PRGT ECF arrangements as of 25 Sep 2026 and leaves out RSF, PCI and SCF. The Ethiopia 2025 Common Framework amount has not been published.

228 countries and territories are mapped. OECD categories come from the 201-country list. World Bank external debt covers IDS reporters only, so high-income countries show n/a. Sanctions flags mark country-based UK regimes and OFAC country programmes, not every listing.
